Joanne brings a legal, academic and practical perspective to her policy advisory practice. 

​

As a Rhodes Scholar and graduate student at the University of Oxford, Joanne focused her studies on policy research, analysis and evaluation, with a particular interest in comparative social policy. Her thesis, which focused on the policy transfer of social impact bonds between the United States and United Kingdom, received the George A.N. Smith Award for Best M.Sc. in Comparative Social Policy Thesis in 2014.

Joanne developed a practical policy skillset through previous roles with the Government of Alberta, Homeward Trust Edmonton, Mowat NFP (the non-profit research hub of the Mowat Centre and Public Policy Forum), Alberta Law Reform Institute and Caledon Institute of Social Policy.

 

Joanne has published her policy writing in Mowat NFP and Public Policy Forum publications, Policy Options, The Philanthropist and various newspapers across Canada. She has also co-presented policy recommendations before the House of Commons Standing Committee on the Status of Women and the Special Senate Committee on the Charitable Sector.​​​​​​
